Merv Cutler, President & CEO of Cutler Engineering & Technology Services (CETS), founded the company in September 2014. He is well known in the defense contracting community and has served on the NDIA San Diego Chapter Board of Directors, having been instrumental in the coordination of multiple events for NDIA over the years.Mr. Cutler has over 25 years of experience with Navy, Marine Corps and Joint Service Command, Control, Communications, Computers, and Intelligence (C4I) systems and has provided direct engineering support for a number of programs including JMCIS, the GCCS Family of Systems and MTC2. To fill this position, you should have met the following requirements: § An MS/MA in engineering, computer science, mathematics or physics and 8 years of technical experience at the systems level in DoD projects; or § A BS/BA engineering, computer science, mathematics, or physics and 10 years of technical experience at the systems-level in DoD projects; or § 15 years or more experience in the software development of ashore and/or afloat C4I systems
* The experience listed above should have been focused on software development § Current experience in Unix (Solaris), C, C++, Windows, XWindows, JAVA/JAVAEE, and SQL-based systems) § Experience with formal testing and knowledge of IEEE 12207 testing standards § Experience with Services oriented Architecture (SOA) and Web Services, including the following standards, protocols and styles used for Web services development :Hypertext Transfer Protocol (HTTP), Uniform Resource Identifier (URI), Multipurpose Internet Mail Extensions (MIME), Extensible Markup Language (XML), Simple Object Access Protocol (SOAP), Universal Description Discovery and Integration (UDDI), and Representational State Transfer (REST).
The Tech Writer will be responsible for the preparation, review, revision, and maintenance of technical documents including briefs, system design, system integration, system operations, testing, and user documentation. They will have the ability to work with systems engineers as part of a team that introduces new technologies and/or improves existing technologies to ensure that the solutions are fully documented. Writing, editing, and modifying material to meet established requirements and deadlines, including training, and operational processes and procedures. They will collaborate with project leads and engineers for verification and validation of documents, and data gathering to accomplish the mission. They will aslo maintain configuration control of documentation products. and have the ability to manage multiple assignments simultaneously. In order to effectively execute the above tasking, the technical writer is expected to have the following certifications, skills, and experiences:
§ Desired five (5) years demonstrated experience as a Technical Writer for the planning, installation and testing for several ashore and afloat platforms. § Desired three (3) years experience with MS Word / PowerPoint/ Excel/ Project/ Visio. § Desired three (3) years experience with Adobe Professional. § Experience working in military environments desired. Experience with Best Practices desired. § Ability to work effectively with the customer to understand functional requirements in order to develop processes, procedures, and user manuals. § Ability to plan and organize work to meet deadlines. Ability to communicate effectively, both orally and in writing.
§ Bachelor’s degree in engineering, computer science, mathematics, management information systems, operations analysis, or physics and at least 4 years experience in a DoD C4I development environment; OR § Associate’s degree in engineering, computer science, mathematics, or physics and 6 years experience in a DoD C4I development environment; OR § 10 years experience in a C4I development environment. § Current experience in Unix (specifically, the SOLARIS Operating System (OS), C, C++, Windows, XWindows, JAVA/JAVAEE, and SQL-based systems. § Must have, or be able to obtain, Information Assurance Technical (IAT) Level II certifications for Windows OS (Windows 7/Server 2008) and Unix OS (Linux, Solaris 10 or 11).
§ 3 years experience in system installation and check-out for both ashore and afloat C4I systems.
§ Experience in the use of general purpose test equipment, including logic analyzers, for system check-out.
§ Experience in system user training of Fleet personnel.
§ Experience in laboratory and on-site installations is desirable, as well as experience with SOLARIS, WindowsNT OS and Virtualized environments (i.e., VMWare).
§ Knowledge of existing DoD communications systems and sensor as applied to C4I.
§ Experience of networking including installation and maintenance.
§ Experience in System Administration of Solaris and WindowsNT systems in virtualized and non-virtualized environments.
§ Must have, or be able to obtain, Information Assurance Technical (IAT) Level II certifications for Windows OS (Windows 7/Server 2008) and Unix OS (Linux, Solaris 10 or 11).
