CETS, the prime contractor for this Seaport-e contract, is a minority owned, Service Disabled Veteran Owned Small Business (SDVOSB) headquartered in San Diego, California. Company personnel have extensive system engineering, system integration, system installation, product development, and management experience in international and domestic, commercial and defense markets as well as active duty Navy and Marine Corps operational experience in the field, on ships, in aviation squadrons, and in R&D assignments. Our personnel have long-term business experience at the senior management level in multiple organizations that have provided technical, administrative and operational support to Navy organizations, including SPAWAR and subsidiary commands, for significant Programs of Record (POR) and Non-POR systems, such as the Global Command and Control (GCCS) Family of Systems (FOS) in Test and Evaluation, IV&V, Configuration Management, and software development roles, as an integral part of the GCCS-M Product Support Team (PST), the Maritime Tactical Command & Control (MTC2) system, and the Royal Saudi Naval Forces (RSNF) C4ISR Multi-Tactical Data Link system.

Telaeris has extensive experience in supporting a variety of technologies, platforms and engineering disciplines. Its process is based on an engineering staff that is aggressive in its pursuit of how to best capitalize on new technologies to solve difficult problems and to evaluate functionality of existing systems to see where new technologies might best improve functionality. The company has extensive capabilities in software development for desktop PC’s, mobile handheld devices and phones, web based systems, embedded controllers and database driven solutions (SQL). Further, Telaeris has extensive capability in embedded design, electric circuit design and physical hardware design and integration using the following tools:

  • * PCB design tools, such as EagleCAD.
  • * Schematic design and evaluation tools, such as PSPICE.
  • * 3D modeling tools, such as SolidWorks.

Compendium Technologies (CTI)

CTI has extensive expertise in system engineering, test and evaluation, and Information Assurance for the Global Command and Control System - GCCS-M and J. Experience includes efforts related to MTC, WebSked, WSM, CSI and other core software modules, including Tdbm/TMS and IE. CTI support has included the broad continuum of services from on-site product development to fleet support on board Navy vessels.

Quality Program

CETS principals have extensive experience working under an ISO 9001 umbrella based on their experience with previous companies, and two of its personnel are certified ISO 9001 Internal Auditors. In its Quality Program, CETS applies the paradigm documented by the Project Management Institute's (PMI) Project Management Body Of Knowledge (PMBOK) wherein three quality processes are in play:

  • Plan Quality Management:To the degree necessary for each contract, CETS commences Quality Planning during the preparation of its proposal response to a solicitation seeing it has bearing on the sizing of effort and cost required by the proposal. When doing so, we make decisions on the qualitative and quantitative level of quality effort required for a contract, specify extant processes or create new processes deemed necessary to comply with the level of quality required, and make decisions regarding the metrics we want to achieve for tasks under the contract. Our Quality Program is a senior management responsibility and focuses on customer satisfaction, continuous improvement, and prevention over correction of errors.
  • Perform Quality Assurance: Perform Quality Assurance includes implementing the quality processes defined in Plan Quality Management, auditing the processes and the personnel involved in employing the quality processes, and evaluating the results of audits and other quality control measurements to ensure that appropriate quality processes are being adhered to by all personnel and that the integrity of the processes remain viable for the entire contract period.
  • Control Quality:Control Quality is a continuous meta-effort that applies to all efforts in process on every day of the contract or task order. It involves continuously monitoring ongoing activities to ensure that they comply with extant processes, recording results, and effecting necessary changes to bring performance in line with planned performance.
